| ok when you have more than on acadamy you have to have the right level to gain the benifits of any research
so for instance, lv2/ct0 means you have researched level 2, your current effective level for that city s 0
mean you probly needed a higher level acadamy to research it in the frst place,
therefore you need to upgrade your acadamy to the same level to gain the benifits | |
