pop ulations goe up slowly over time
it will increase to equal your maximum
your maximum is calculated by taking the max pop from cottages total
and multiplying it by a percentage
the percentage is found by subtracting tax rate from 100, (which is your loyalty)
then subtract grievance
cottages decide base, loyalty affects percentage, and comforting/population raising will give you a quuick boost
